It seems like my HID bulb is not installed properly, (bought it like this) its aimed sharply down making it appear like its out. But it is still bright as it should be. Do i need to replace the bulb, assembly, both, or can i reaim it?

I think he means like the bulb is mounted wrong. In which case, proper seating is needed first
This ^ - assuming you have the right bulb size, the locking tabs should sit nicely just like the stock bulbs and thus, aimed at the exact same angle. Low beam should have a slightly downward sloping aim unlike high beams which are more straight / upwards. Fogs, low beams and then fogs are the order of the angles, with the fogs being the more acute and high beams obtuse.

I found the problem..... the Locking tabs on one side are bent, and ive tried to bend them back, they just dont hold on that one side.
